Training and support campaign on public safety for Civil Defence in Reus and the Reus City Police, with special collaboration from MCR Infoelectronic
As a result of GOAT Drones CEO Daniel Navarro’s membership in the Reus Civil Defence Volunteers Association since 2020, a special public-private partnership campaign was launched at the end of September 2025 between the two institutions, coinciding with the local festivities honouring the Virgin of Mercy, patron saint of the city of Reus.
The objective was twofold: on the one hand, to provide training to the newly certified Civil Protection pilots in Reus, with the association setting its sights on the future creation of its own UAS unit. To this end, both Daniel Navarro and Ángel Briones from GOAT Drones travelled to the city to provide theoretical training on the use of UAS in public safety and emergency situations and to conduct practical sessions with the pilots. On the other hand, they participated in security operations with UAS during the local festivities, in collaboration with the Reus City Police Drone Team.
Theoretical and practical training in the use of UAS for security and emergencies
As mentioned above, the Reus Civil Defence Volunteers Association aims, in the medium term, to set up its own UAS unit to provide services in situations involving public safety and emergency response. Several volunteers have begun training with AESA, and GOAT Drones’ objective was to provide future pilots with more specific expertise, both theoretical and practical, in the use of UAS in various security and emergency situations. To this end, a theoretical talk with slides and a round table discussion was held, followed the next day by flight sessions so that the new pilots could at least familiarise themselves with the use of state-of-the-art UAS, provided for the occasion by our technology partners at MCR Infoelectronic, as master distributor of DJI Enterprise for Spain and Portugal.

Public safety device with UAS: GOAT Drones with Civil Protection and Reus City Police
The first air safety operation by Reus Civil Defence was carried out by GOAT Drones during the Misericòrdia Virgin local festivities in 2025. Flying in Reus requires a series of relatively complex aeronautical coordination procedures:
- CTR of Reus Airport, owned by ENAIRE
- Heliport of Sant Joan University Hospital in Reus, owned by SEM
- Ministry of the Interior, for flights in urban areas. Represented by the Reus City Police as final managers of the air operation
We would like to take this opportunity to thank all the aeronautical managers we have dealt with, who, thanks to their efficiency and professionalism, have enabled us to strike a balance that allows us to perform our duties without posing a risk to manned aviation or the public.
The Mercadal square has been covered from the roof of the Reus Town Hall and Misericòrdia from the sanctuary itself and the nearby Parc del Trenet, always avoiding flying over non-participating people. The operations were carried out using a DJI Matrice 4T provided by MCR Infoelectronic, which enabled night-time support thanks to its thermal camera, as well as verifying the absence of fire outbreaks after the use of pyrotechnics. Thanks to its multiple AI functions (people and vehicle counting, active tracking, geofencing & geocaging, shareable pinpoint marking, etc.), it has proven to be an ideal tool for this type of operation.


Creation of the Civil Defence UAS unit in Reus
Finally, to ensure that this campaign is the first of many flights by the Reus Civil Defence Volunteers Association, GOAT Drones is committed to providing support in the form of advice and documentation for the creation of the corresponding UAS section and, of course, we do not rule out future operational, training or any other type of collaboration.
At GOAT Drones, we consider the campaign to have been a success, thanks in particular to the support of all the staff at the Reus Civil Defence Volunteers Association, the Reus City Police, the aeronautical managers we have dealt with, and the company staff involved, such as professional pilots Ángel Briones, José Pareja, and Miguel Cabrerizo. This campaign has allowed us to fully exploit the capabilities of DJI’s cutting-edge drones in a real operational environment and gain invaluable field experience.
